Israeli-Palestinian Joint Declaration at Annapolis – Main Points

A Reut analysis of the joint Israeli-Palestinian declaration at the Annapolis Summit on the aims of the forthcoming political process.

The Goal: Reaching Permanent Status - "The sides aim to further the goal of two states, Israel and Palestine, living side by side in peace and security..." and to "usher in a new era of peace, based on freedom, security, justice, dignity, respect and mutual recognition."

The Strategy: 'Package Deal' - The aim of the bilateral negotiations is to achieve one single comprehensive Permanent Status Agreement (PSA) that resolves all outstanding issues between Israel and the Palestinians and regulates the state-to-state relations in permanent status. This strategy apparently reflects the adoption of the Package Approach rather than the 'Palestinian State First Approach'. (See: From the Annapolis Process to Permanent Status).

The Implementation -

  • Mechanism: The parties agree to "form an American, Palestinian and Israeli mechanism, led by the United States, to follow up on the implementation of the Roadmap."

  • Combining Target Date and Performance Based Monitoring - The parties agree to "make every effort to conclude an agreement before the end of 2008."

  • US Monitoring - The Implementation of the PSA will be "subject to the parties' implementation of the Roadmap, as judged by the United States."

End of Conflict / Finality of Claims - The declaration does not mention an official termination of 'End of Conflict' or 'Finality of Claims' between the two parties as a result of a PSA. These concepts were an Israeli stipulation for signing a PSA during the Oslo process.

Instead, the sides express their determination "to bring an end to bloodshed, suffering and decades of conflict."

Who is the Palestinian Interlocutor? - According to the declaration, the Palestinian representative is the Palestinian Liberation Organization (PLO) represented by Abu Mazen in his "capacity as Chairman of the PLO Executive Committee and President of the Palestinian Authority."
