The Palestinian State and the Issue of Self-Determination

Comments that the future Palestinian State will provide a solution to all Palestinians is connected to the question of self-determination of the Palestinian people.
The Israeli papers report FM Livni's comments yesterday that the future Palestinian state will provide a solution to all Palestinians, including both refugees and Israeli Arabs, in their struggle for national expression.

This statement is linked to the question of self-determination of the Palestinian people to which there are two approaches:

1. The Containment Approach: the establishment of a Palestinian State fully realizes the Right to Self-Determination for the entire Palestinian People, including Israeli-Arabs, and removes the issue from the political agenda.

2. The All its Residents / Citizens Approach: The Palestinian State will only fulfill the right of self-determination of its citizens. According to his approach, even after the establishment of a Palestinian State, there may be groups who continue to view themselves as Palestinians and claim that their Right to Self-Determination has yet to be realized (i.e. Israeli Arabs, Palestinians in Jordan)?
